Why people stay in Põhja-Tallinn
Põhja-Tallinn is the administrative district that contains Kalamaja and Telliskivi as its polished southern face and Kopli, Sitsi, and Paljassaare as its rougher industrial northwest edge. This entry covers the parts not already broken out: the working port on Paljassaare peninsula, the wooden neighborhood of Kopli (mid-gentrification), and the birdwatching wetlands at the peninsula's tip. It's a real snapshot of Tallinn in transition — 1900s wooden tenements next to 1970s factory silos.
Recommended for the curious traveler on a second or third visit who wants to see more than the tourist frame. Skip for a first Tallinn weekend. The Kopli tramline was rebuilt in 2017 and the terminus is a fine ten-minute Old Town connection, but the area around it still shows Soviet-era decay. Bird nerds should absolutely make the trip to Paljassaare Bird Reserve. Everyone else can spend the time in Kalamaja.
Most travelers stay in the Kalamaja or Telliskivi parts of the district (see those entries). The Kopli end has budget guesthouses and a hostel or two at $40-$70 — very cheap, sometimes worn. Sitsi has almost no visitor accommodation. Avoid renting in Paljassaare unless you have a car; there's no restaurant infrastructure. Better move: use Kalamaja as base and day-trip north to Paljassaare or Kopli by tram.

Getting around Põhja-Tallinn
Trams 1 and 2 serve the district spine from downtown to Kopli, $1.50 with Ühiskaart. Bus 59 goes from Balti jaam to Paljassaare, roughly hourly. Bus 73 covers Noblessner. From the airport it's bus 2 to Balti jaam then tram 1. The district is large — 15 km end to end — so plan by tram and pick your specific target neighborhood before setting off.

The Kalamaja, Telliskivi, and Noblessner parts, yes, entirely. Kopli and Sitsi are safer than their old reputation but still working-class and rougher after dark. Paljassaare is empty and industrial rather than dangerous.
